The Republican seminar-meeting on issues of work in LesEGAIS was held at the Ministry

Today, the Ministry held a republican seminar-meeting on implementation of the provisions of the Federal Law of December 28, 2013 No. 415-FZ and work in the Unified State Automated Information System for Accounting of Wood and Transactions with It (LesEGAIS). It was attended by the Head of the EGAIS Data Analysis and Timber Turnover Department of the Information Systems Department of the Federal Forestry Agency Aleksey Bobretsov, the Head of the Rosleskhoz project team for implementing the provisions of the Federal Law of December 28, 2013 No. 415-FZ Aleksandr Mariyev, the First Deputy Minister of Forestry of the RT Ilgizar Zaripov, Expert of the Council on Entrepreneurship under the President of the Republic of Tatarstan Aida Ibragimova, specialists from the Ministry of Forestry of the Republic of Tatarstan, head-foresters of forest districts, directors of forestry enterprises, forest tenants, forest users and entrepreneurs engaged in the field of harvesting, transportation, processing and sale of wood. The event was held in accordance with the work plan of the Interdepartmental Commission on prevention and suppression of illegal logging, transportation, processing and sale of wood, approved by Decree of the President of the Republic of Tatarstan dated 16.05.2012 No. UP-342. The First Deputy Minister Ilgizar Zaripov opened the seminar. “The federal law on wood accounting and transactions with it was adopted in December 2013. It was put into action sequentially, in stages. Nevertheless, there are a lot of questions, both for forest users and for bodies implementing federal state forest supervision, Ilgizar Zaripov noted. - We gathered here to answer them and give all necessary information related to the maintenance of this software product”. The keynote addresses were made by representatives of Rosleskhoz Aleksandr Mariyev and Alexey Bobretsov. Aleksandr Mariyev spoke about the measures of responsibility for violation of requirements of forest legislation in the field of harvesting, turnover and accounting of wood and the features of work in LesEGAIS. He dwelt in detail on the rules for processing declarations of transactions with timber, accompanying documents for timber, marking of valuable species of wood, etc. In particular, Aleksandr Mariyev said that a declaration on transactions with timber is submitted within five working days from the date of conclusion, amendment or termination validity of the agreement on alienation of wood, including export from the Russian Federation, but no later than one day before the transport of wood. “The accompanying document must contain information about the owner, authorized person, transporter, consignor and consignee of wood, the declaration number, address of the departure and destination points of timber transportation, information about the species and assortment composition, volume of wood by logs”, emphasized the Head of the Rosleskhoz project team. Alexey Bobretsov said that at present LesEGAIS had more than 2.6 million declarations of transactions with timber and more than 8.1 million of title and reporting documents (lease agreements, purchase and sale of forest stands, forest declarations, reports on the use of forests, government contracts, etc.). In 2019, more than 663 thousand timber transactions were entered. “If we talk about statistics, this year the forestry authorities filed more than 11 thousand cases of administrative offenses, including by officials of the Federal Forestry Agency and forestry departments in the federal districts - 10.7 thousand”, said Alexey Bobretsov. Along with this, the speaker informed those present about planned changes in forest legislation, the development of a draft Concept of traceability of wood origin based on electronic markers, which introduces primary accounting documents in electronic form and the introduction of such primary information in LesEGAIS. “The concept also provides for the creation of a register of all places of storage of wood in the Russian Federation, for the total recording of all property belonging to business entities in the form of wood, said Alexey Bobretsov. - It describes a balance approach, taking into account the receipt and decommissioning of wood in the warehouses of each wood owner, establishes special requirements for vehicles for transporting wood, introduces mandatory geotags - locations, dates and times of economic activities with wood, starting from the place, date and the time of harvesting wood and loading it onto a vehicle during removal from the cutting area”.

At the end of the meeting, a discussion and exchange of views on work in LesEGAIS took place. Also, representatives of the Federal Forestry Agency answered questions from the participants of the event.
